Louisiana Public Art Coalition Strategic Plan 1999-2000

I. INTRODUCTION

The Louisiana Public Art Coalition (LAPAC) met on Thursday, November 20, 1998 from 10:00 am to 4:00 pm at the Baton Rouge Gallery. Under a contract with the Louisiana Division of the Arts, Claire Wickersham, a public art consultant from San Antonio, facilitated this meeting. The purpose of this meeting was multi-fold and included the following:

The following is a summary of the recommendations developed at this meeting with respect to the purpose, goals, and initiatives of the LAPAC. These recommendations are intended to serve as the foundation for the LAPACís activities over the next two years.

II. STATEMENT OF PURPOSE

The purposes of the Louisiana Public Art Coalition (LAPAC) are as follows:

  1. To serve as a networking resource for individuals and organizations actively engaged in the creation of public art in Louisiana.
  2. To provide technical assistance to communities and organizations in their efforts to develop public art initiatives.
  3. To assist the Louisiana Division of the Arts in its efforts to establish policies and undertake initiatives regarding public art.
  4. To advocate for the creation of public art of an exemplary caliber by both the public and private sectors in Louisiana,
  5. To heighten public awareness, understanding, and support for public art throughout Louisiana.

III. GOALS

In order to focus the efforts of the Louisiana Public Art Coalition, the following plan outlines a set of goals in support of each of the five purposes identified for the organization. Whenever appropriate, a key individual(s) responsible for the implementation of a specific goal., along with a target date, is identified. This plan will serve as the framework for the activities of the LAPAC over the next two years.

Purpose 1
To serve as a networking resource for individuals and organizations actively engaged in the creation of public art in Louisiana.

Goal 1.1
Conduct quarterly meeting of the Louisiana Public Art Coalition with every other meeting held in Baton Rouge. These meetings should provide an opportunity for networking and sharing information. In addition each meeting should have a specific focus based upon the overall goals and objectives of the LAPAC. The following is a summary of the meeting dates, locations, and topics of discussion:

Goal 1.2
Create an e-mail connection between all members of the Louisiana Public Art Coalition for sharing information regarding project opportunities, issues of common concern, meeting agendas, etc... (Ann Russo - February 1999)

Goal 1.3
Expand the membership of the Louisiana Public Arts Coalition to include artists, designers, officials, and potential funders. Each member of the LAPAC is to bring one new potential member to each meeting of the Louisiana Public Art Coalition in 1999. For the February 1999 meeting the Local Arts Agency members of the LAPAC will be responsible for bringing their local Community Development Coordinator (CDC) for the Public Art Training Session.

Purpose 2

To provide technical assistance to communities and organizations in their efforts to develop public art initiatives.

Goal 2.1
Request that the Louisiana Partnership for the Arts develop a roster of public art consultants as part of their Peer Assistance Network. (Pam Breaux - February 1999)

Goal 2.2
Develop a Public Art Information Packet to assist the Louisiana Division of the Arts Visual Arts Director and the Community Development Coordinators in advising applicants interested in developing public art projects and evaluating public art project applications. Packet to identify issues and recommend potential responses to matters of artist selection, contracting public education, insurance, politics, community involvement, maintenance, and artistsí rights. Purpose 3

To assist the Louisiana Division of the Arts in it s efforts to establish policies and undertake initiatives regarding public art.

Goal 3.1
Develop a training program and informational packet aimed at the Community Development Coordinators in order to enhance the quality and foster a wider variety of public art projects being supported through decentralized funding. (Lake Douglas and Kelly McDade - February 1999)

Goal 3.2
Recommend the creation of a special Public Art Initiative by the Division of the Arts for Fiscal Year 2000-2001, by earmarking a certain portion of the Visual and Design Arts Project Funds. Assist the Division of the Arts in developing specific guidelines pertaining to the method of artist selection, community involvement, and caliber of work.

Goal 3.3
Recommend the public art project applicants seeking either Project Support from the Division of the Arts, or Decentralized Funding, seek the advice of a public art advisor(s) through the Louisiana Partnership for the Artsí Peer Assistance Network. (Pam Breaux - Fiscal Year 1999-2000)

Purpose 4

To advocate for the creation of public art of an exemplary caliber by both the public and private sectors in Louisiana.

Goal 4.1
Encourage the State of Louisiana Department of Transportation to participate in the various federal programs (FTA Policy and ISTEA Funds) which permit the incorporation of public art projects in both transportation and infrastructure projects. Include a session on Public Art in Transportation Systems in the 1999 Statewide Conference and invite members of the Department of Transportation. Goal 4.2
Request that the State of Louisiana Office of Facility Planning allocate $100,000/year through the general appropriation process to support the incorporation of public art in the new Capitol Complex. (James Borders and Ann Russo - 1999)

Goal 4.3
Encourage the City of Baton Rouge and other communities around Louisiana to incorporate public art initiatives in their downtown redevelopment efforts.

Purpose 5

To heighten public awareness, understanding, and support for public art throughout Louisiana.

Goal 5.1
Incorporate a public art track in the 1999 Statewide Arts Conference around the theme of creating ďA Sense of Place.Ē Address issues of public art initiatives in three settings: transportation systems, river fronts, and main streets. (Ann Russo and Claire Wickersham - February 1999).

Goal 5.2
Distribute model developed by Arts Council of New Orleans for Public Art Get Acquainted Forums to members of the LAPAC. (Mary Len Costa - February 1999)

Goal 5.3
Approach the statewide chapters of the American Institute of Architects, the American Society of Landscape Architects, and the American Society of Interior Designers regarding the discussion of public art issues at their annual statewide conferences (2000)

Goal 5.4
Contact the Louisiana State Museum Exhibition Program regarding the development of a touring exhibit on public art in Louisiana. (Don Marshall - May 1999)

Goal 5.5
Distribute copies of the Arts Council of New Orleansí production, "Watch This Space" to all the local arts agencies and public television affiliates across Louisiana. (Lake Douglas - May 1999)

Goal 5.6
Develop a slide program highlighting works of public art in Louisiana for use in public education efforts by members of the LAPAC. (2000)

Goal 5.7
Distribute copies of the Public Art Map for New Orleans being published by Gambit to members of the LAPAC and the local arts agencies around the state. (Mary Len Costa - 1999)

Goal 5.8

Distribute copies of the CD being created by the Shreveport Regional Arts Council on public art in North Louisiana to members of the LAPAC and the local arts agencies around the state. (Kelly McDade - 1999)

IV. CONCLUSION

The Louisiana Public Art Coalition has accomplished a great deal over the past two years by bringing together a group of individual s engaged in the development of public art across Louisiana to share information and discuss issues of common concern. As a result these individuals have come to rely on one another as colleagues in the field. With the help of the Louisiana Division of the Arts, the LAPAC is now poised to undertake a more concerted approach to fostering the development of the highest possible caliber of public art in Louisiana through a program of networking, advocacy, technical assistance, public education, and policy development. If fully implemented, the goals outlined in the 1999-2000 Strategic Plan will enable the LAPAC to make great strides over the next two years toward achieving this goal of fostering the creation of excellent public art for the benefit of both the citizens of Louisiana and the stateís many visitors. The members of the LAPAC are encouraged to evaluate their efforts at implementing this plan at their November 1999 meeting and make any appropriate modifications to the plan at that time.
