PRC reiterated the comments made on previous posts to this forum made by Wayne Troyer and Francine Stock. Our utmost concern is that neighborhoods and other interested parties are engaged in every step of the planning process and that differing alternatives are considered. Naturally, PRC is concerned with retaining and rehabilitating historic buildings and with buildings that are eligible for National Register status, are in National Register districts, or are within the Housing Conservation District Review Committee's jurisdiction. Where neighborhoods and other interests are in conflict, we urge the RSD to proceed with caution and have a full vetting of alternative uses of historic buildings. RSD should engage the comminity as we search for alternative sites for neighborhood based schools and search for uses for existing campuses.
We understand the unique circumstances of any governmental agency, but we ask that all governmental agencies engage HDLC and NCDC in the review processes for demolition and redevelopment of sites. This allows for public input into demolitions as well as engagement into the design and redevelopment as sites are incorporated into neighborhoods. |
