What are the stated roles, responsibilities and expectations of parties involved outlined in the Programmatic Agreement? Has an Memorandum of Agreement been signed FEMA, the Louisiana SHPO, other federal and local agencies and the ACHP? Can this project move forward with only a PA? or is an MOA demanded due to adverse impact?
Who did the evaluation of the structure(s) for which demolition is being considered? Was a licensed architect/engineer with historic preservation experience involved?
Has the ACHP been involved in the process and if so what are their comments regarding the project's proposal for demolition? If they have not been consulted is anyone aware that such lack of consultation may be illegal under terms of Section 106?
Have cost estimates been performed for rehabilitation? Have cost estimates performed been compared to comparable cost estimates for school construction in Orleans Parish in particular or Louisiana in general and been made public?
I believe it would not be in the best interests of New Orleans to have one more important building demolished as a result of Katrina. For communities to have in their midst physical reminders of past triumphs over adversity is critical for them to triumph over the adversities that are sure to come in the future.
There is reason and rationale behind the conquering armies of old to demolish the important buildings and places of the conquered; without memory a community cannot be relied on to summon the strength to meet, with any vigor, the tribulations and challenges of forging a common future. They're more likely to bend to the whims of their conqueror.
