FEMA initiated a National Historic Preservation Act Section 106 review for the City of New Orleans's (CNO) project to demolish and replace the Cottages at Lafayette No. 1, Lafayette No. 2, Holt, and Carrollton No. 1 Cemeteries in January 2012. This Addendum supplements and updates the notice FEMA posted in April of 2012.
FEMA received over 100 comments against the project and CNO requested that FEMA suspend the Section 106 review while it worked with representatives of the Louisiana Landmarks Society, Foundation for Historical Louisiana, and Save Our Cemeteries. As a result of this cooperative effort, the preservation organizations provided CNO with plans for the restoration of the Cottages at Lafayette No. 1 and 2 Cemeteries and CNO agreed to retain the original Cottage at Holt Cemetery. CNO added the repair of the Valence Cemetery Cottage to the FEMA project.

Lafayette No. 1 & 2 Cemeteries: CNO will repair the Cottages instead of demolishing and replacing them. The project will also include repairs to the damaged brick masonry wall near the corner of Sixth and Coliseum Streets.
Holt Cemetery: CNO will repair the original Cottage and demolish its additions. A small shed will be constructed within the footprint of the additions.
Carrollton No. 1 Cemetery: CNO will replace the demolished, non-historic Cottage with a smaller Cottage.
Valence Cemetery: CNO will repair the Cottage. FEMA has determined that this building is not eligible for listing in the National Register of Historic Places.
